The Philadelphia Housing Authority, America’s fourth largest public housing authority and leader in real estate development and property management is seeking a Senior Advisor.
Salary range: $92,300.00 – $119,900.00 annually.

Education, Training and Experience Guidelines:
Bachelor’s degree from an accredited college or university with emphasis in public administration, business administration, public policy, urban planning or a related field; and at least five years of housing operations management work experience, including at least two years senior level management experience in public housing, affordable housing, and/or real estate redevelopment environment; or equivalent combination of education and experience.
Master’s degree preferred.
A valid Commonwealth of Pennsylvania Driver’s License may be required.
Responsibilities
Summary
Under the general direction of the Chief of Staff, the Senior Advisor will be responsible and accountable for serving as an authoritative advisor to the President/CEO, senior executives and other key stakeholders of PHA. This position will monitor and advise on current housing, redevelopment, public administration and other strategic initiatives and operational programs, as assigned. The Senior Advisor will also serve as executive office liaison with senior management, multi-disciplinary departmental groups, key stakeholders and the Department of Housing and Urban Development (HUD); as determined by work assignments.
Performs other duties and responsibilities as assigned by the President & CEO.
Essential Functions:
•Serves as an advisor to the President/CEO, senior staff and other key stakeholders by performing functions which include a broad range of strategic, programmatic and operational tasks. This work will involve independent research and analysis of complex issues regarding housing programs and policies, federal and local regulations and other matters pertaining to affordable housing.
•Plays a key role in the development of PHA’s strategic plan, initiatives and process re-engineering efforts. Identifies resource requirements, designs and implements assigned project plans, coordinates the logistics and leads work groups’ participation as assigned.
•Assists with translating PHA’s vision and strategic initiatives into broadly defined departmental goals or objectives with recommended sequence of steps to achieve them; ensures objectives and milestones are appropriately documented. Conducts follow-up evaluations to ensure milestones are achieved within the established time frame. Presents recommendations to the Chief of Staff and President/CEO. Collaborates with department leaders (subject matter experts (SME)) to assess the effectiveness of recommended changes or modifications of procedures or policies, if necessary.
•Develops information for and prepares special or recurring reports and studies relating to the specific areas of interest or concern.
•Develops effective linkages with PHA’s departments, the U.S. Department of Housing and Urban Development (HUD), local governments, and community agencies on matters related to PHA operations.
•Performs in-depth research for independent writing assignments and provides detailed information to expeditiously respond to a full range of special assignments designed to support PHA’s organizational mission and program objectives.
•Conducts research on a variety of topics and prepares presentation or manuscripts for the President/CEO. Collaborates with the Communications Department and other internal and external SMEs to ensure complete accuracy and appropriateness of information.
•Attends designated meetings for the Executive Office as PHA’s representative to express views on programs, policy issues, strategic plans and other related internal and external matters.
•Collaborates with departmental leaders to achieve administrative and operational efficiencies; Provides necessary support to build and sustain best practices.
•Keeps abreast of trends and changes affecting key program areas and advises the
President/CEO of potential future challenges. Provides options and recommendations for effective operations. Advises as to regulatory and legal requirements that may affect the programs. Leads or participates in meetings to promote acceptance of new programs and management initiatives.
•Designs and implements automated systems for monitoring and reporting of organizational performance at departmental levels, as measured against specific departmental goals and objectives. Such systems will include departmental due dates and follow-up mandates. Ensures staff compliance with accuracy of reports and other deliverables within stated timeframes.
•Facilitates performance improvement programs designed to address identified problems or potential barriers, ensuring appropriate resolution.
•Coordinates and/or contributes to the preparation of written proposals for grant funding, in partnership with the Grants department.
•Performs other related duties as assigned.
Required Knowledge
•Mastery knowledge of the principles of general management, public and business administration, and their application in government
•Advance skill and ability to research, analyze information and formulate recommendations from the findings to include interpretation of and making decisions in accordance with laws, regulations, ordinances, policies and procedures;
•Comprehensive understanding of local legislation and other regulations affecting PHA

•High level of proficiency with Microsoft Office packages, i.e., Word, Excel, Access and PowerPoint
