Agency Description

The Office of Reentry Partnerships (ORP) was formed in August 2019 and charged with elevating and organizing citywide reentry efforts and supporting the Kenney administration’s goals for violence prevention, criminal justice reform, and community reinvestment. ORP’s mission is to empower returning citizens, partner organizations, and the public to interrupt cycles of recidivism and build thriving communities. As Philadelphia’s hub for reentry referrals, resources, and training, the goals of the Office of Reentry Partnerships are to: 1) Set a clear vision and direction for a measurable citywide approach to improving reentry outcomes; 2) Drive and sustain an unprecedented level of coordination between the local government, other government partners, service providers, education and training programs, employers, and community members; and 3) ensure that City reentry initiatives are research- and data-driven.

ORP is part of the Office of Policy and Strategic Initiatives for Criminal Justice and Public Safety (CJPS) in the Managing Director’s Office. Other offices in CJPS include the Office of Criminal Justice, Office of Violence Prevention, and Town Watch Integrated Services.
Job Description
Provide comprehensive case management services for the adult reentry participants as they navigate the reentry process.  This position will provide case management and transitional management to persons currently incarcerated as well as persons who have been released from incarceration and need a continuum of care.  Work with participants using and Integrated Case Management process that will orient and assess participant readiness for programming, identifying strengths and challenges to achieving goals and collaborating with participants in formulating a strong reentry plan. Work closely with other program staff both in the jails and prisons as well as other community partners to monitor progress, and coordinate referral support. This position will also work with external partners (such as literacy, behavioral health and housing providers, benefits, etc.) to ensure that services are coordinated, and participants are able to fully engage in a holistic reentry process.

Essential Functions

Provide case management services including but not limited to personal development plan, referral for supportive services, outreach and connection to community resources to address barriers to employment and life management challenges
Assist with the facilitation of orientations, workshops and other initiatives both individual or group
Conduct individual assessments; tool may vary based on program. Determine eligibility based on contractual requirements in accordance with established criteria
Develop and maintain positive relationships with others, including training partners, correctional staff, program participants, probation/parole officers and other collaborating partner staff
Provide information and referral to community resources to help participants address their employment and life management barriers that could affect ability to achieve career goal
Assess participants’ training readiness and make recommendations documenting any concerns or potential barriers
Work closely with other team members, communicating regularly, attending training and team meetings, etc.
Work closely with City agencies such as Commerce (the Fair Chance Hiring Initiative), The Office of Children and Families (Adult Education, Free Library), Philadelphia Commission on Human Relations, and external stakeholders including Philadelphia Works, the Philadelphia Reentry Coalition, the Pennsylvania Reentry Council, and others in identifying transitional support
Work closely with the NRC’s in continuing care for impacted persons
Other activities as they arise to support ORP efforts to increase returning citizens’ access to more individualized and higher quality services to address health, addiction, employment, education, economic mobility, and/or career pathways
Perform any additional duties as described by the Office of Reentry Partnerships related to the goals and activities of the Office

Work-Life

Working hours are generally 37.5 hours per week which also includes work within the state prisons, city jails and federal detention centers.  Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.
Qualifications
Required:

Bachelor’s degree or equivalent work experience
A minimum of years of directly relevant experience
A minimum of 2 years working with prisons impacted by mass incarceration
Preferred:

People who have been directly affected by incarceration are encouraged to apply
Prior experience working within a criminal justice system
People who have been directly affected by the criminal justice system are encouraged to apply.

Salary Range: $50,000 – $55,000
