The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia – increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description
The Process & Organizational Redesign Analyst will work with the Organizational Change Management (OCM) team on the OPAL project to identify opportunities for process improvement and organizational redesign for the OPAL ERP and DW/BI project. The Analyst will also help to develop, document, and implement process improvements and organizational changes aligned with OPAL OCM initiatives.

The Process & Organizational Redesign Analyst will define and document business processes and assist the OPAL project team to identify areas for potential improvement. The analyst will ensure processes are aligned with organizational objectives and guidelines, and they will meet with stakeholders across the organization to ensure that the revised business processes will meet the needs of end users and other stakeholders.

Process and organizational redesign analysts also ensure that processes are aligned with organizational objectives and guidelines. They prepare documentation, develop recommendations and track progress as business processes are revised and developed.

This is a permanent exempt position that will move to maintenance and support after the project is complete (in 3-4 years).

Throughout the OPAL ERP and DW/BI project, the Process & Organizational Redesign Analyst will:

Define, document, assess and evaluate the business processes of City departments.
Work with Organizational Change Management team to support users as they transition to new ERP software.
Identify areas for potential improvement in light of the new ERP system that will be deployed.
Ensure processes are aligned with organizational objectives and guidelines.
Meet with stakeholders across the organization to gather research and develop processes that are aligned with stakeholder needs.
Conduct observations to ascertain the equipment, methods and personnel needed for effective processes.
Gather information through process mapping, flow-charting, and workshops.
Monitor process performance; and
Provide reports.
Competencies, Knowledge, Skills and Abilities

Ability to keep data confidential.
Strong problem solving and analytic skillsets.
Ability to use software tools to document business process flows.
Experience with Workday is highly desired.
Strong verbal and written communication skills with ability to create user and project security documentation and procedures, clearly and concisely.
Strong meeting facilitation and interviewing skills.
Meeting presentation skills.
Ability to work well with individuals at all levels within and outside the organization; and
Experience creating process redesign content.
Qualifications
Completion of a bachelor’s or master’s degree in accounting, finance, operations management, IT, business administration, education or a related field or equivalent experience;
3-7 years of professional experience with change management and organizational redesign; and
Experience with implementing ERP and/or DW/BI solutions strongly preferred.
Additional Information
Salary range: Not to Exceed $90,000
