Job Description
The Fiscal Compliance and Training Officer is responsible for developing control systems and training staff to ensure adherence to fiscal regulations and internal policies. The position develops and continuously improves procedures, policies, reports, and trainings. The position works across the Department of Public Health to assess and identify possible compliance risks and training gaps. The position leads trainings to support fiscal operations and professional development of fiscal staff.  The position assists divisions in assessing, interpreting, and managing grant compliance processes, and implements training and process improvements to the Department’s grants management practices.

Essential Functions

Serve as the internal expert on fiscal operations and post-award grant compliance and management best practices
Provide expert-level guidance to divisions related to allowable cost principles and other grant, accounting, and contract specific requirements
Work with Program staff to develop and implement processes to ensure fiscal and grant compliance
Design and execute monitoring processes, including conducting file audits, assessments, and documenting results for the purpose of improving Department-wide processes
Write new and update policies, procedures and standard operation documents as required, to ensure compliance with grants, accounting principles and other fiscal operations
Identify potential areas of compliance risk; remain abreast of all compliance changes, activities and identify trends; communicate appropriately with staff concerning policies, procedures and updates
Work with Department staff to develop an effective compliance training program and provide necessary training to staff as it relates to grant administration and compliance policies
Represent the Department with internal and external stakeholders regarding audit and compliance requests.
Lead the development and delivery of training curriculum(s) and materials, including targeted technical assistance.
Other duties as assigned.
Competencies, Knowledge, Skills and Abilities

Experience with federal grants, grant audits, accounting, budgeting and training
Familiarity with City accounting and budgeting systems and processes preferred, but not required
Ability to work independently and with a team to achieve goals
Ability to problem-solve and think creatively to produce solutions
Proven track record in establishing and sustaining collaborative and effective working relationships with leadership, direct supervisor(s), peers, staff, consultants, service providers, and vendors
Ability to communicate effectively – verbally and in writing – with a variety of stakeholders
Strong public presentation skills and experience, strategic thinking, and high professional ethics
Attention to detail, excellent communication and organizational skills, and the ability to present information effectively to a variety of audiences
Work-Life

Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.
Qualifications
Bachelor’s degree required
3 years of grant compliance experience, preferably within a governmental agency or managing federal awards; and experience in education or adult learning
Additional years of highly relevant experience may be substituted for the education requirement

Salary Range: $78,755 – $102,252
