The Accounting Manager position will serve in a critical leadership position with broad responsibility to oversee ten (10) accounting staff and the complex operations of the fiscal and accounting services within the Department. Agency of decision making will be granted through this position for optimizing efficient operations and instituting sound accounting practices in service delivery to St. Louis County, MO residents. 
 
This Accounting Manager position is responsible for executing strategies for the overall organizational effectiveness of the fiscal and budgetary functions of the Department. The candidate selected must demonstrate extensive experience, exceptional skill, and the successful ability to: 
 

  • develop and implement systems and processes for collecting, analyzing, verifying and reporting financial information; 
  • manage accounting staff; recruit, train, assign, schedule, coach, counsel, and discipline employees; communicate job expectations; plan, monitor, appraise, and review job contributions; enforce policies and procedures,
  • assess and maintain internal controls and facilitate solutions with excellent professional judgement, 
  • implement excellent standards of accounting best practices, 
  • manage change around implementing improvement of internal accounting practices, 
  • write standard operating procedures/methodology for carrying out day-to-day accounting processes and functions, 
  • facilitate training and create training materials (i.e., worksheets, MS PowerPoint presentations, desk/job-aids) targeted for both program and accounting personnel

WORK LOCATION: Saint Ann, MO 63074 at 500 Northwest Plaza Drive.  

Examples of Duties

Ensure the financial integrity of the fiscal responsibility for the department

Assess/Evaluate accounting processes for quality assurance and internal controls and develop plans for continuous improvement and sustainability

Supervise and manage accounting staff

Oversee the development of the department’s annual budget

Oversee the successful execution of contract/agreement processes

Ensure that expenditures are allowable, authorized, and appropriated in the department’s budget

Establish standard operating procedures for accounting-related processes

Create/Oversee revenue plans and actively identify and support grant proposals for new funding resources in support of strategic goals

Establish/Assess key performance data relative to accounting functions and act to improve performance outcomes

Train accounting personnel on best practices for day-to-day accounting functions

Facilitate orientation/on-boarding, in-service training, and materials for accounting-related processes

Provide consult to program staff on multi-year budget plans

Establish and support collaborative engagement among teams across DHS.

Minimum Qualifications

MINIMUM QUALIFICATIONS
Bachelor’s degree in accounting, finance, business management. Five years of related experience in a supervisory role.
 
PREFERRED LEADERSHIP SKILLS AND VALUES
Master’s degree in accounting, finance, business management. Ten years of experience managing large complex financial operations. CPA licensed.
 
Demonstrate initiative to obtain/gather information/knowledge independently from subject-matter experts, team members and colleagues to gain situational awareness, facilitate solutions to problems, and deliver timely progress reports to Director’s Office; Demonstrate initiative to resolve or clarify process steps, discrepancies, conflicts; Demonstrate exceptional skill in building rapport with authority figures, influencers, team-members, and colleagues; Demonstrate value for social services and continuous quality improvement;  

Additional Information

SELECTION AND APPOINTMENT:  A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant’s education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.
 
The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above.  The interview will comprise 100% of the applicant’s earned grade.  A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment.  After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire.  Candidates have 3 days to complete the required questionnaire.  
 
The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
 
All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment.  Screening will be performed by a reputable clinical laboratory.  The cost of screening will be covered by the County.
